Understanding PVoC
What pre-export verification of conformity is, and what it is not.
What it is
Pre-Export Verification of Conformity is the pre-shipment process used to verify that applicable used vehicles destined for Ghana meet the applicable Ghana vehicle requirements before shipment.
What counts as a used vehicle
The GSA FAQ defines a used vehicle as one that is previously owned and registered, more than 12 months from manufacture, with mileage exceeding 1,500 km. All of these conditions apply together. This is official guidance, not a PVOCGH eligibility checker.
When the requirements apply
The FAQ says the requirements apply to vehicles shipped on or after 1 October 2026. Vehicles shipped earlier are exempt.
Who is involved
The Ghana Standards Authority is the regulatory and standards authority. Per the GSA FAQ, approved third-party inspection bodies in the country of origin inspect the vehicle, issue the Certificate of Conformity and upload it to VEDIS under the published government workflow. PVOCGH is a digital companion for guidance and case coordination. Its own integration and issuing permissions are not currently available.
What it is not
PVoC is not customs clearance, not vehicle registration and not a payment of duty. PVOCGH is not a government service.
