What is PVoC?
PVoC means Pre-Export/Pre-Shipment Verification of Conformity for used vehicles. A GSA-approved third-party inspection body inspects the vehicle in the country of origin before shipment to determine whether it meets the applicable Ghana requirements. A conforming vehicle receives a Certificate of Conformance/Conformity.
Do I need PVoC?
If your used vehicle is destined for Ghana and falls within the programme, yes. The GSA FAQ says the requirements apply to vehicles shipped on or after 1 October 2026; vehicles shipped earlier are exempt.
When should I request an inspection?
Before the vehicle is shipped, as early as practical.
Who regulates the programme?
The Ghana Standards Authority. PVOCGH is not a government service.
What vehicles qualify?
Used vehicles that meet the requirements at inspection. GSA defines used as previously owned and registered, more than 12 months from manufacture, and mileage over 1,500 km.
What vehicles are prohibited?
Current GSA materials prohibit used vehicles with specified major flood/submersion, fire, chassis/safety-cage damage, vehicles assembled from spare parts, vehicles without km/h speedometer readings, and vehicles above 15 years; GSA's FAQ also addresses parts/scrap/dismantling status.
What is the age limit?
The current published GSA framework prohibits vehicles over 15 years old within the applicable programme.
Can a salvage or repaired vehicle qualify?
Salvage, scrap or dismantling conditions are treated carefully. A repaired vehicle is assessed on its condition at inspection.
What about flood/fire damage?
These are critical conditions. Such vehicles should not be assumed to qualify.
Does my speedometer need km/h?
Yes. The GSA FAQ lists a vehicle with no km/h speedometer as prohibited.
What happens if my vehicle fails?
A failed vehicle does not receive a certificate. Your case shows the exact status and next permitted action.
What is a CoC?
CoC means Certificate of Conformance/Conformity. In the used-vehicle PVoC process it is the certificate issued by the authorized inspection/conformity body for a vehicle that conforms to applicable Ghana requirements.
Who issues it?
Per the GSA FAQ, approved third-party inspection bodies in the country of origin issue it and upload it to VEDIS under the published government workflow.
What is VEDIS?
VEDIS stands for Vehicle and Dealership Information System. It is the electronic vehicle and dealership compliance platform described by the Ghana Standards Authority and hosted through the managers of ICUMS. It is intended to maintain records of vehicle imports, importers and registered dealerships, and to hold Certificate of Conformance information and vehicle condition/damage-history information submitted through the PVoC process. GSA says VEDIS supports vehicle traceability, security, theft mitigation, conformance verification and information sharing. It is connected to the import process, but it is not the same as ICUMS, which is Ghana's customs management system.
Who uploads my information?
Per the GSA FAQ, the approved third-party inspection body in the origin country uploads the certificate to VEDIS. PVOCGH does not submit to VEDIS.
Do I need a VEDIS account?
We have not confirmed that importers need one. Check official GSA guidance.
When can I ship?
Complete the applicable conformity process and obtain the authorized, released CoC before arranging shipment.
What documents should I give my shipping company?
Commonly the certificate, ownership documents, export documents and shipping instructions. Ask your carrier.
Can I ship immediately after receiving my certificate?
Not automatically. A released CoC is one requirement, not a shipping booking or Customs clearance.
What happens when my vehicle arrives?
Customs processing, possible examination, duty settlement and release.
What is ICUMS?
ICUMS is Ghana's Integrated Customs Management System. GRA describes it as a single-window e-Customs system for cross-border trade, document processing, payments and cargo tracking.
Can I check vehicle duty before shipping?
GRA says the likely duty on an imported vehicle can be checked in ICUMS using the chassis/VIN, model, year and make. Duty calculators are guidance; actual tax depends on applicable law and circumstances.
Can I prepare/pay before arrival where permitted?
Some steps may be possible. Confirm with GRA.
Which documents may Customs require?
GRA states these. Commonly the certificate, ownership and transport documents.
Can dealers submit multiple vehicles?
Commercial accounts are built for this. See Commercial.
When did the new requirements start?
The current GSA framework applies to vehicles shipped on or after 1 October 2026. Vehicles shipped before that date are exempt from the new requirements even if they arrive later; vehicles already in Ghana before implementation are also exempt.
Who does the programme apply to?
It applies to individuals importing vehicles for personal use and businesses/commercial importers, distributors or dealers. The wider vehicle conformity programme covers new and used vehicles.
What is a used vehicle?
GSA defines a used vehicle as one previously owned and registered, more than 12 months from manufacture, with mileage exceeding 1,500 km. Vehicles outside that definition are treated as new under the FAQ.
Is VEDIS the same as ICUMS?
No. VEDIS is the vehicle/dealership compliance information platform described by GSA. ICUMS is Ghana's Integrated Customs Management System, the e-Customs single-window used for cross-border trade processing, declarations, payments and cargo tracking.
Who uploads the CoC to VEDIS?
GSA's FAQ states that Certificates of Conformance are issued and uploaded to VEDIS by third-party inspection bodies in the countries of origin for later conformance verification and port clearance.
What information does VEDIS contain?
GSA says VEDIS will contain a registry of vehicle imports, vehicle importers and registered dealerships, and maintain imported-vehicle records including condition/status and/or damage history at the time of exportation. CoC information is also uploaded through the PVoC process.
Can the public access VEDIS information?
GSA's FAQ states that vehicle condition/status and/or damage-history information maintained by the system can be accessed by the general public upon request. PVOCGH should not promise direct public-system access unless an authorized interface is available.
Does PVoC replace Customs clearance?
No. GSA expressly states that the vehicle conformity programme does not replace existing Customs, port, licensing or other statutory import requirements.
Do I have to register as a vehicle importer?
Yes. GSA says individuals importing for personal use, entities importing for business use and entities importing for sale are required to register as vehicle importers.
Which form should a private importer use?
Use the GSA Registration Form for Private Vehicle Importer if you are importing up to two vehicles per annum for personal use only.
How many vehicles can a private importer bring in?
The current GSA private importer registration form is specifically for up to two vehicles per annum for personal use.
What does the private registration form ask for?
It asks for your name, Ghana Card/ECOWAS Identity Card number, TIN, physical address, Ghana Post GPS, phone, email and postal address, plus the applicant declaration.
Which form should a dealer or business use?
Businesses importing vehicles for business purposes or sale should use the GSA Registration Form for Commercial Vehicle Importer.
What documents does a commercial importer attach?
The GSA commercial form instructs applicants to attach a Business Registration Certificate and OEM authorization letters where applicable, plus any other supporting documents GSA specifically requests.
I import both new and used vehicles. Is one registration form enough?
No. GSA's commercial form says businesses importing both new and used vehicles must complete a separate registration form for each line of business.
Where do I submit the importer registration form?
The current GSA forms direct applicants to submit to the GSA Auto Unit office or via auto@gsa.gov.gh.
Can I import a flood-damaged car?
Current GSA programme materials identify vehicles submerged in water or damaged by flood as prohibited used vehicles.
Can I import a fire-damaged vehicle?
Current GSA programme materials identify burnt or fire-damaged used vehicles as prohibited.
Can I import a vehicle with chassis damage?
Current GSA materials prohibit used vehicles with chassis or safety-cage damage described as broken, cracked, bent or twisted.
Can I import a vehicle older than 15 years?
Under the current GSA administrative framework for this programme, used vehicles above 15 years are prohibited. Do not confuse this PVoC eligibility rule with older Customs penalty schedules.
Does the speedometer need km/h?
Yes. Current GSA materials list used vehicles without speedometer readings in kilometres per hour as prohibited.
Can a car assembled from spare parts be imported?
Current GSA programme materials list vehicles assembled from spare parts as prohibited.
Can the VIN checker tell me if my vehicle can go to Ghana?
PVOCGH can use VIN decoding and available history data to perform a preliminary Ghana eligibility screening. Verified facts that match an active disqualifying rule can produce an INELIGIBLE result. A clean database result only means PRELIMINARILY ELIGIBLE because physical inspection is still required. Available sources and market coverage vary; disconnected or conflicting history sources must return Unable to Check or Manual Review Required, never approval.
If the vehicle history is clean, does that mean it passes PVoC?
No. Vehicle-history databases can be incomplete and do not physically inspect the vehicle. A clean result supports only preliminary eligibility; final conformity requires the authorized physical inspection.
What does Manual Review Required mean?
It means the available vehicle data is incomplete, conflicting or cannot safely determine a rule-based result. PVOCGH needs additional information or physical/human review before giving a preliminary eligibility conclusion.
What information is on the official inspection request form?
The GSA form asks for requester/exporter/importer details, VEDIS ID, destination, inspection mode/facility, vehicle location, preferred dates and vehicle rows including make, model, VIN/chassis number, first-registration date and category.
How many vehicles can be on the GSA inspection request form?
The current official GSA PSI Request Form provides space for up to ten vehicles.
Can I request a pre-purchase inspection?
The current GSA PSI Request Form includes both Formal Pre-Shipment Inspection/PVoC and Pre-Purchase Inspection options. Availability through PVOCGH depends on configured provider/service capability.
Can the inspection be mobile/offsite?
The official GSA request form includes onsite/offsite inspection choices and a vehicle-location address. Actual mobile/offsite availability depends on the authorized provider's current coverage.
Who performs the inspection?
A GSA-approved third-party inspection body in the country of origin performs the used-vehicle PVoC inspection. PVOCGH must route only to currently authorized providers for the requested location.
Does a CoC mean Customs has cleared my car?
No. A CoC addresses the conformity requirement. Customs, port, tax, licensing and other import requirements remain separate.
Can I verify a certificate on PVOCGH?
PVOCGH is designed to support privacy-safe certificate verification when that function is authorized and connected to the certificate source of truth. Use the Verify Certificate tool if it is enabled.
What happens if my vehicle fails inspection?
The portal should show the approved finding/reason and any permitted next action, such as supplying information, requesting reinspection or requesting a review. The exact review/appeal authority depends on the programme configuration and cannot be invented by the chatbot.
Can I appeal an inspection result?
PVOCGH can support a review/appeal workflow where the applicable programme authority permits it. The assistant must check the decision type and configured authority before offering an appeal.
What is reinspection?
Reinspection is a new inspection linked to the original inspection, usually after an issue is corrected or additional verification is required. It does not overwrite the original result.
What documents do I need to clear a vehicle in Ghana?
GRA's vehicle-import page identifies the Bill of Lading/Waybill and Title as relevant vehicle-clearing documents. GRA's general import procedures list additional documents such as attested invoice, packing list, Import Declaration Form, TIN/Ghana Card PIN and required regulatory permits. Requirements can vary, so use current GRA guidance.
Can I clear a vehicle without an agent?
GRA states it is possible to clear a vehicle without an agent, but the individual must register with the Customs Division as a Clearing Agent and complete the required approval process.
What is a UCR?
UCR means Unique Consignment Reference. GRA says ICUMS creates this unique reference for identification and tracking of cargo/consignments.
What are the ICUMS clearance stages?
GRA's import procedure describes declaration processing through classification, valuation and approval, followed by payment of duties/taxes and risk-based examination/release steps.
What is vehicle homologation?
Homologation is the certification/type-approval pathway GSA applies to new vehicles. GSA describes testing of critical components by recognized third-party bodies, submission of reports to GSA and inspection/approval of sample units.
Is homologation the same as used-vehicle PVoC?
No. New vehicles follow homologation/certification. Used vehicles follow pre-export/pre-shipment verification of conformity in the country of origin.
Where can I see homologated vehicle models?
GSA maintains an official online Homologated Vehicle Models Registry showing approved/type-approved models and related information.
What is an M1 vehicle?
GSA's commercial importer annex defines M1 as a passenger vehicle with not more than eight seats in addition to the driver's seat.
What is an N1 vehicle?
GSA's annex defines N1 as a vehicle used for carrying goods with a maximum mass not exceeding 3.5 tonnes.
What does PVOCGH do?
PVOCGH is designed to guide and manage the customer journey around Ghana used-vehicle PVoC: programme information, VIN intelligence, preliminary eligibility, inspection requests, payments, provider routing, case tracking, results, certificate/reference access and import-journey guidance within its authorized scope.
Is PVOCGH the Ghana Standards Authority?
No. PVOCGH is not GSA. GSA is the Ghana Standards Authority and is the regulator responsible for the applicable vehicle standards/conformity programme. PVOCGH connects and guides users through authorized services and official resources.
Is PVOCGH VEDIS?
No. VEDIS is the Vehicle and Dealership Information System described by GSA. PVOCGH is a separate customer/service platform that may connect users or authorized workflows to programme systems where integration is permitted.
Why are the official forms only in English?
PVOCGH keeps official Ghana government forms and documents in their original English wording. English is the language used by the Government of Ghana for official government business. PVOCGH can explain the document in your selected language, but it does not present a translated copy as the official document.
Can the chatbot explain a government form in French, Spanish, German, Mandarin or Arabic?
Multilingual explanations are not available in the current assistant. Official Government of Ghana forms remain in English and unchanged. I can explain the form in English and open the original. French, German, Spanish, Simplified Chinese and Arabic explanations require the reviewed multilingual service before activation.
Can I book multiple vehicles at once?
Commercial users can use PVOCGH's bulk workflow when enabled. Each vehicle still receives its own case, validation, inspection lifecycle, result and certificate/reference even when submitted or paid as part of a batch.
How do I find an inspection location?
Use the Facility Finder. It should show only currently active Ghana-programme facilities or mobile service areas configured for your inspection country/location.
What if there is no inspection location near me?
PVOCGH should offer assistance/manual routing or an authorized mobile option if available. It must not invent a facility or imply coverage that is not configured.
How do I track my inspection?
Use your PVOCGH case tracking flow. Public tracking requires the case reference plus an approved verification factor; authenticated users can see richer status and next-action information.
What happens after I get the certificate?
The certificate satisfies the applicable conformity step, but you still need to complete the remaining shipping and Ghana import/Customs requirements. PVOCGH's journey view should guide you through VEDIS-related status where authorized, shipping, Ghana arrival and Customs/ICUMS steps.
Can PVOCGH tell me exactly what I need to do next?
Yes. The portal's Next Action Engine uses the actual case/journey state to provide one primary next action, such as complete payment, choose an inspection, upload a required document, request reinspection or view your certificate. Sign in and open your authorized case; public guidance cannot determine your personal next action.
Can I ship the car before inspection?
For vehicles subject to the current used-vehicle PVoC requirement, GSA requires inspection in the country of origin before shipment and a CoC for conforming vehicles. Shipping before satisfying the applicable requirement can create noncompliance risk.

Can PVOCGH guarantee that my vehicle will be accepted in Ghana?
No. PVOCGH can provide guidance, preliminary eligibility screening and authorized workflow services, but final conformity and other statutory decisions remain with the applicable inspection and Ghana authorities.
